Director-General’s Report, October 2006
This report relates to all people arriving in Israel, including those already here who were changing their status, and Israelis who were processed by Aliyah Shlichim (such as returning minors, minors with Israeli citizenship, foreign-born citizens and returning residents)-henceforth "people arriving in Israel" unless otherwise stated. Israelis processed by Aliyah Shlichim were mainly from Western countries.
Between January-October 2006, 17,102 people arrived in Israel under the auspices of the Jewish Agency, a 7% decrease compared to the number that arrived during the same period last year. Among these 15,608 were immigrants (including those who willingly changed their status and those who have had citizenship conferred on them). The rest were Israelis who were processed by Aliyah Shlichim.

Immigrants from the Former Soviet Union and Eastern Europe
- Between January-October 2006, 5,982 immigrants arrived from the FSU (making up 35% of the total number of immigrants) a 20% decrease in the number of immigrants that arrived during the same period last year. The majority of immigrants coming from the Former Soviet Union are from Russia. 2,830 immigrants arrived from Russia (a 14% decrease in the number of immigrants that arrived during the same period last year). 1,448 immigrants arrived from Ukraine (a 23% decrease in the number of immigrants that arrived during the same period last year).
- Between January-October 2006, 193 immigrants arrived from Eastern Europe compared with 258 immigrants that arrived during the same period last year, a 25% decrease.
Aliyah from the West
- Between January-October 2006, 3,647 people arrived from Western Europe. Of these, 3,051 were immigrants and 596 were Israelis, a 6% increase compared to the number that arrived at the same period last year (a 6% increase in the number of immigrants, a 5% increase in the number of Israelis).
- 2,536 immigrants arrived from France, a 2% decrease compared to the number that arrived at the same period last year.
- 628 immigrants and Israelis arrived from Great Britain, compared with the 398 immigrants who arrived at the same period last year, an increase of 58%!
- 2,709 immigrants and Israelis arrived in January-October 2006 from North America, compared to 2,407 that arrived during the same period last year (a 13% increase).
- 1,214 immigrants and Israelis arrived from South America, an 11% decrease compared to the number that arrived at the same period last year. The top three countries in South America with increases in immigration are Argentina (268), Brazil (223), and Peru (175).
Aliyah from Other Countries
2,830 immigrants arrived from Ethiopia between January-October 2006, a 6% decrease compared to the number that arrived at the same period last year.
Immigrants in Israeli Absorption Centers During October 2006 there were 9,533 immigrants living in initial absorption facilities.
- 4,476 were in absorption centers. 8% of them are participants in the Selah program, 9% are students, 7% are (other) youth, 17% are pre-aliyah registration, and 2% are participants of business programs. 2,222 of the immigrants in absorption centers (50%) are immigrants from Ethiopia.
- An additional 5,041 immigrants from Ethiopia were living in additional absorption facilities run by the Jewish Agency for the specific purpose of absorbing the current wave of immigration from Ethiopia.
