The By Laws of the Jewish Agency for Israel shall be amended as follows:

After Article IV, A,1(e),the following section shall be inserted:

"(f) The Chairman of the Executive and the Treasurer are authorized, jointly, to delegate in writing to the Director of the Finance Department the power to perform payments in small amounts, each not exceeding the amount in NIS equal to $500 (hereinafter: "small payments") and to sign any document pertinent thereto, himself or by sub-delegation according to which he will be authorized to empower in writing, authorized signatories of the Jewish Agency, each separately, to perform small payments and to sign any document pertinent thereto."
