Andre was born in 1981 in the Ukraine and immigrated to Israel in 1997 through the Na'aleh program of the Jewish Agency (Na'aleh stands for: youth immigrating before their parents). In 2000 he finished high school with a full matriculation certificate and immediately joined the IDF. Upon conclusion of his service he applied to college and was accepted into the Architecture program. His niece, 12 years younger than him, spent a great deal of time in his home, and Andre helped raise her. His experience in education includes volunteering in the Perach program. He heard about the program through the college. He truly believes in the program and its' important goals and finds the work challenging. As a resident of Tiberias he wants to contribute to the city. His flexible work hours allow him to continue his studies.
