This Unit for Early Childhood education  provides consultation to early childhood programs in Diaspora Jewish communities around the world, across a range of services.

The unit is responsible for the design and implementation of professional development programs in Israel and abroad for early childhood educators, as well as the development of curricular materials and programs, with a special emphasis on Israel education, and also addresses the integration of Israel into the early childhood Jewish Education curriculum across the board. In addition, in recent years the Division has developed specialized in-service training for Israeli educators, related to Jewish identity and the Jewish People, while within the framework of Partnership 2000, the Division endeavors to build a living bridge between early childhood educators in the Diaspora and their Israeli colleagues.

In 2006, the early childhood unit launched an original Hebrew language instruction program, Chalav u'Dvash - Ivrit leYaldei haGan (Hebrew for Pre-schoolers). This is a brand new language immersion program, designed for Diaspora children aged three to six engaging with the Hebrew language for the first time. Chalav u'Dvash is a multi-dimensional program teaching Ivrit be'Ivrit - Hebrew in Hebrew - with a multi-media approach. The program aims to develop Hebrew-speaking skills in a structured, informal manner in the pre-school years; foster a positive attitude towards the language; and develop a solid foundation for Hebrew studies in the years to follow.  Chalav u'Dvash comes packaged as a kit with detailed teachers' guides, teaching materials, and all the accessories needed to implement the program successfully.
