List of Rights and Benefits for New Immigrants

This list is intended to provide a general picture only, and is not binding. The rights of each new immigrant are granted according to his or her individual situation, and in certain cases the person may be eligible for only some of these rights.

  • One-way flight ticket to Israel + additional accompanying cargo (limited).
  • Absorption basket grant – financial assistance for 7 months, intended to assist during  the first year of absorption.*
  • Ulpan studies for up to 5 months.
  • Residence at an absorption center from 2 weeks up to 6 months.
  • Customs free importation of household goods and electrical appliances. Customs reduction on car import tax. Customs reductions on equipment for establishing a business, valued at no more than $36,000.  Customs rights run for a period of 3 years.*
  • Nominal rental assistance for 4 years, starting from the second year from date of Aliyah.
  • Mortgages at special terms (approximately $25,000 per family) for 10 years.*
  • Discount on purchase tax when buying an apartment, approximately $4,000, for up to 7 years from date of aliyah.
  • Grant for tuition fees at recognized institutions of higher education for up to 3 years, for a BA or MA degree. (when applicable).*
  • Vocational training courses for 10 years.*
  • First time Olim, who are not employed, receive 6 months free National Health Insurance.  Those who held a teudat zehut number in the past may be subject to Article 58 of the National Insurance Law regarding health insurance and may have a relevant waiting period.
  • Child allowances from the National Insurance Institute until the child reaches majority (age 18).
  • National Insurance pensions for eligible pensioners (based on an income criterion) – possibility of reaching approximately 50% of basic living expenses.
  • Reductions in municipal property taxes (arnona) for 1 year.
  • Exemption from television tax for 1 year.                                                      
  • Income tax credits from date of aliyah for 42 months.
  • Supplementary lessons for immigrant students at schools for 1 year.                                

Time period for rights can be extended by the relevant government ministries, subject to applicable conditions.
