The Ofakim-Merchavim region is situated in the north-western Negev and covers an area of about 500 square kilometers. Approximately 80% of the area belongs to the Merchavim Regional Council. The region is situated about 100 km. from Tel Aviv and about 30 km. from Beer Sheva - the capital of the Negev. The Ofakim Local Council is situated in the heart of the Merchavim Regional Council, so that the borders of the Regional Council are the borders of the planning area.

The Regional Council can be characterized by a noticeable division into two blocs - each of these two blocs includes 7 moshavim, with the southern bloc including, in addition to the moshavim, the offices of the Regional Council, the Ofakim Local Council and the settlement school (Eshel Hanasi). It should be noted that there is a significant difference between the northern and southern blocs, in terms of their socio-economic level (higher in the south).
